“French Expert on Armenia-Azerbaijan Conflict: France’s Potential Role in Preventing War Explored”

News from Baku has revealed that the Prime Minister of Armenia is paying close attention to the announcements coming from there. In an interview with Armenpress, French political and military expert, Olibie Dokotin, shared his thoughts on the role France can play in preventing the war between Armenia and Azerbaijan. Dokotin acknowledged France’s important role in the negotiations between the two countries, especially in the Pravius region last October, when a ceasefire agreement was reached. He emphasized that France supports efforts towards peace, stability, and fair play within the European Union and the United States.

Speaking about the guarantees for the Nagorno-Karabakh peace agreement, Dokotin suggested that progress is being made by both sides and that they need to reach an agreement themselves. However, he acknowledged the belief held by some that support and guarantees from a third party are necessary. In his opinion, the most reliable guarantees come from American and European mediators. He also highlighted the need to learn from the failure of the security system that has been in place since 2020 to prevent the conflict in Karabakh.

Dokotin emphasized that cooperation between Armenia and France extends beyond military matters and includes various actors such as the French government, companies, economic organizations, and non-governmental organizations. He advised these actors to focus on the military sector and the most vulnerable areas despite the high costs involved. He mentioned the recent arrival of a French delegation of doctors in Armenia, who are sharing valuable experiences to help save lives in emergency situations. He also acknowledged the important work being done by Armenian doctors in France.

When asked about the possibility of a high-level visit from France to Armenia in the near future, Dokotin mentioned a recent meeting between the government officials of both countries. While he anticipated visits from both sides to France, he clarified that they may not be of great significance but will allow for a closer examination of the agreements reached and the assessment of the work done.
