Yerevan Mayor Tigran Avinyan Spends Millions on Office Renovation Without Tender; Controversial Connection to “Top Floor” Uncovered

Yerevan Mayor Tigran Avinyan recently underwent a renovation of his office, which cost a staggering 3,754,920 drams. This information was brought to light following a formal inquiry made by Factor.am. It was discovered that the renovation was executed without the involvement of a tender. As part of the refurbishment, laminate flooring was installed, with each square meter costing 15,540 drams. A total of 156 square meters of laminate flooring were used, amounting to a value of 2.4 million drams. The installation itself was contracted to the company “Top-tech” LLC, trading as “Top Floor”, with the expense totaling 1.3 million drams. Interestingly, it was revealed that only European laminate flooring is sold through these stores.

In addition to the office renovation, it has also been revealed that the Yerevan Municipality’s hotel, valued at 9 thousand dollars, underwent remodeling without an open tender process. Instead, the project was entrusted to the “Preservation and Operation of Historical Buildings” CJSC, which is a subsidiary of “Top Floor” LLC. This fact was confirmed during an interview with Hayk Koostanyan, the spokesperson for Tigran Avinyan’s father.
