“Parliament Proposes Changes to Child Allowance Application Deadlines and Marking Process”

The Ministry of Labor and Social Affairs is making changes and amendments to the administration’s decision on “Work and Social Issues” from December 29, 2015. Parliament states that the extension for applying for child allowance, as stated in Law No. HO-327, is now 70 days after the child’s birth for children born after January 1, 2023. The allowance will start from the first day of the month following the child’s 70th day, provided that the application and necessary documents are submitted during this period.

A new proposal suggests that the marking of the allowance cannot be refused if a child has a remaining condition without a disability from birth or if the disability allowance is denied in rare cases. The implementation of the child allowance marking has faced challenges with individuals who have fled from the Republic of Artsakh in the Mountainous Karabakh Republic. Despite regulations stating that the disability allowance cannot be marked on October 26, 2023, according to Decision No. 1864, it is possible to mark the disability allowance based on Decision No. 2100, which lists individuals with available details as of November 30, 2023. This allowance is paid from October 1, 2023, applying the same principle for temporary protection due to the received disability.
