“New Evidence of Corruption Emerges: Citizen Exposes Bribery in Public Service, Raises Questions for Judicial System”

The newspaper “Zhoghovurd” reported that on January 5, 2019, a citizen named Armen Khaloyan filed a statement with the RA SAC, alleging that two judges, Lova Grigoryan from the RA Court of Cassation and Varuzhan Abelyan, a former judge of the Criminal Court of Appeals, had demanded money from him in exchange for a favorable decision.

Armen Khaloyan expressed his dissatisfaction with the fact that these judges, who were previously suspected of accepting bribes between 2004 and 2006, had demanded $3,000 from him. Although the judges fulfilled their duty by reporting the incident to the Anti-Corruption Committee of the RA Government, there are still unanswered questions.

The first question that arises is why Khaloyan decided to disclose this case 20 years later. If he was dissatisfied with previous decisions, why didn’t he report it to the authorities five years ago, especially considering Nikol Pashinyan has been in charge for that period?

Furthermore, it is important to investigate who instructed Khaloyan to file a statement against these judges and with what expectations. Additionally, it is worth noting that cases and offenses committed between 18 and 20 years ago have a statute of limitations of 15 years, which means criminal proceedings may not be possible.

It is also essential to consider the information provided by Khaloyan. Did he serve in a position of authority during the aforementioned period from 2004 to 2006? If this can be confirmed, he would be considered an equal participant in the criminal acts of providing and receiving bribes.

The newspaper “Zhoghovurd” intends to further investigate this topic to shed light on the details and determine if there are any political implications at play.
