“Yerevan’s Mayor Involved in Controversial Agreement with Deputy Foreign Minister: Allegations on Artsakh Occupation Surface”

An article published by the “Hraparak” newspaper suggests that the claim of Artsakh being fully occupied and handed over to Azerbaijan is not accurate, according to Yerevan’s mayor, Tigran Avinyan. This is based on an agreement signed on December 28, 2023, between Avinyan and Deputy Foreign Minister Zhan Musayelyan.

According to the agreement, a sum of 38,246,000 drams was transferred to Musayelyan between October 1, 2023, and November 10, 2023. This payment was stated as being for “providing hotel services to the residents of Lachin corridor as a result of the demilitarization process in the Republic of Armenia.”

It is worth noting that the service provision agreement was finalized after the services were rendered and after the withdrawal of Artsakh. The timing raises questions about why services were provided between October 1, 2023, and November 10, 2023, and why this particular order was placed with Musayelyan. The fact that this governmental purchase was carried out under the direction of Mayor Musayelyan himself adds further significance.
