“Armenian Government Approves Groundbreaking Earthquake Risk Management Program for 2023-2030”

On October 5, 2023, the Government of the Republic of Armenia approved the program for the management of earthquake risks in 2023-2030. This program aims to improve the management of earthquake risk and ensure the safety of the population through the implementation of effective measures. The program includes five main components:

1) Improvement of the institutional and methodological foundations of the system. This involves measures to improve the management system of earthquake risk, the role of institutions and organizations, regulations and work procedures, indexing and evaluation methods for risk assessment, and urban planning norms.

2) Continuous improvement of technology and the introduction of new innovations in the seismic system. This includes incorporating electronic maps of earthquake risk in populated areas and other areas.

3) Enhancement of human resources in the field of seismic research and the implementation of activities that contribute to the improvement of knowledge and capabilities. It also includes the establishment of a framework for the development of volunteer search and rescue systems.

4) Expansion of investment programs in earthquake risk management and civil protection, as well as the development of new mechanisms for public-private cooperation.

5) Strengthening of the security sector, including the continuous improvement of the national security level and the enhancement of the emergency communication system.

In order to achieve the goals of earthquake risk management and civil protection, workshops, training courses, and professional trainings have been conducted. Experts and international consultants from Armenia, Cyprus, Hungary, France, Montenegro, and the United Arab Emirates have been involved. The main goal is to improve the preparedness and readiness of Armenia and its partner countries in the face of natural disasters and increase the effectiveness of joint international missions.

The management of earthquake risk and rescue operations involve the participation of the population, coordination with local authorities, and the creation of rapid response teams. These teams also participate in the implementation of rescue operations conducted by the Rescue Service and in the restoration of public order during emergency situations.

The declaration of emergency in Armenia was carried out based on the decision of the Government and with continuous implementation of measures, the Office of the Prime Minister continues to carry out the implementation of military operations.

This program is a significant step towards improving earthquake risk management in Armenia and ensuring the safety of its population.
