“Russian President Putin’s Second Decree of 2023 Shrouded in Secrecy: Classified Section Accounts for Nearly Half, Reports Show”

The second decree signed by Russian President Vladimir Putin in 2023 has been classified. According to calculations by the “Mediason” media outlet, based on data from the official website of the publication of legislative acts, the section of classified decrees accounts for 49.5 percent.

The President’s decrees are published in order of priority each year, and considering the remaining unpublished decrees, it can be understood that not many decrees have been published.

In 2022, the percentage of classified decrees increased to 45 percent in the section of classified decrees. The previous record of classified decrees was set by Vladimir Putin in 2001, at 47 percent, during the active phase of the Second Chechen War.

The total number of decrees signed by Putin has remained the same in the second half of 2022 compared to the second half of 2021. In 2022, 996 decrees were published, and in 2023, it was 997.

The decrees signed by the President in 2023 show a significant increase in references to the “military” sector, particularly in the recognition of “war heroes” or veterans. However, the exact details of what the recognition of war heroes entails are unknown as the documents follow a standard format stating “for bravery, courage, and heroism.”
