“Decline in Violations: Artsakh’s Peacekeeping Mission Strengthened by Troop Withdrawal”

The peacekeeping mission in Artsakh has seen a decrease in violation cases thanks to the withdrawal of troops from Nagorno-Karabakh. The completion of 11 major inspections has contributed to this positive trend, as reported by the Ministry of Defense of Great Britain. According to their data, the Artsakh norms were violated 20% less during the first four months of 2023 compared to previous periods, as shared by “Voice of America”. This achievement serves as a testament to the effective control of the ceasefire during intermissionary warfare, where disclosing hidden positions of the opposing side plays a crucial role, according to Andrey Zolotaryov, director of the “Third Sector” analytical center.

Pavel Luzin, a scientist at Tufts University, noted that Ukraine does not have its own norm and it is believed to refer to the norm of Strategic Steps along with the Russian Norm of Artsakh. This discrepancy highlights the complexities surrounding the establishment of norms and their implications in different conflict scenarios.
