In preparation for large-scale military exercises scheduled for 2023, the CSTO region has been actively engaged in coordination efforts led by the Collective Security Treaty Organization. During this process, experts have developed a program to establish the CSTO Rapid Reaction Forces, which includes the formulation of new regulations and changes in relevant legislation.

The program has been thoroughly discussed in initial meetings with representatives from various sectors, including the defense industry, state structures, and international and domestic organizations. Its primary objective is to ensure the internal security of the Republic of Armenia, with the new formation of the CSTO Rapid Reaction Forces expected to be deployed in at least three provinces.

Additionally, the program addresses the construction and institutional solutions associated with the formation of these forces, while incorporating international standards and the European Court of Human Rights’ provisions to safeguard the rights and freedoms of military personnel involved in operations. As part of this initiative, improvements in physical fitness, specialized equipment, and psychological support measures are also being considered.

The involvement of international partners has played a significant role in discussing the program’s financial aspects and international indicators related to the protection of human rights within the CSTO Rapid Reaction Forces.

The project is currently in the phase of collecting external opinions, with the coordination of the formation of the CSTO Rapid Reaction Forces being led by the CSTO according to the established schedule.

The implementation of the project, based on principles of defense industry organization, will be carried out through a uniform model to ensure effective execution.
