“State Analytical Center of Armenia Completes 40 Studies, Detects Billions in Violations in 2023”

In 2023, the State Analytical Center of the Republic of Armenia completed a total of 40 studies. These studies were conducted in various organizations such as the “National Fund for State Complex Programs of Armenia” CJSC, the “High-voltage Power Grids” CJSC of the RA Ministry of Territorial Administration and Infrastructure, the “Haypost” CJSC of the RA Ministry of Transport, Communication and Information Technologies, the “Public Health and Medical Services” CJSC of the RA Ministry of Health, the “Rubik Harutyunyan’s Abovian Medical Center” CJSC, the Ministry of Education, Science, Culture and Sports, the Ministry of Emergency Situations, and in the areas of international purchases, social, healthcare, agriculture, and high technology.

In addition, the Center conducted 215 observations in 2023, with 87 of them related to official documents, appeals, and complaints submitted by citizens. These activities mainly focused on healthcare, agriculture, urban development, legal, customs, and other fields.

During the analytical activities, audits carried out by the Center in 2023 revealed violations amounting to approximately 117 billion AMD. Furthermore, about 1,034 billion AMD was recovered as a result of these audits.

Throughout 2023, the Center presented approximately four thousand daily proposals and about eight thousand other proposals to the Prime Minister of the Republic of Armenia. These proposals were based on the findings of audits conducted in various sectors, including the economy, urban development, healthcare, culture and sports, and national defense. They were also related to the provision of official certificates to authorized bodies.

During these activities, the Center received a total of 633 official documents and appeals from citizens. Additionally, they conducted 3,131 research observations and provided 2,713 expert opinions.

The Center’s activities in 2023 focused on resolving problems in the field of state administration. This included the prevention and elimination of risks associated with public procurement, as well as improving the organization, management, and control of healthcare services, education, science, culture, and sports. The Center also played a role in introducing amendments to legislation and other regulatory acts.

The State Analytical Center is dedicated to promoting transparency and efficiency in the use of public resources and preventing abuses in the implementation of state programs.
