“President of Artsakh’s Decree Raises Questions About Territory Withdrawal – Zhoghovurd Reports”

The war between Artsakh and Azerbaijan, which began on September 19, has led to the authorities of Artsakh accepting the conditions set by Azerbaijan. This includes the withdrawal of historical territories, destruction, and ethnic cleansing of the second Armenian state. On September 28, President Samvel Sahakyan issued a decree stating that the Republic of Artsakh would have a presence from January 1, 2024. However, it’s important to note that any document signed by an official cannot resolve the issue of Artsakh, as it is a self-proclaimed government independent of official structures and authorities.

Sahakyan himself has acknowledged that a document alone cannot resolve the issue, as the self-proclaimed government lacks legitimate power. However, Sahakyan has not officially announced that he is abandoning his signed decree. According to sources from the newspaper “Zhoghovurd,” there is already a decree to revoke the document, but the government of Artsakh is delaying its publication. It is crucial for the revocation decree to be published before the end of the publication, allowing the international community to officially consider this decision from the self-proclaimed government.

Therefore, the resolution of Artsakh is becoming less about asserting force and more about the government of Artsakh voicing its stance. The time for the government of Artsakh to make their position known is approaching, and it is hoped that this will contribute to finding a resolution for the ongoing conflict.
