“No Decree to Resolve Artsakh Issue: Advisor to President Confirms Changes in Direction”

The issue of resolving Artsakh has reached a significant milestone, according to Vladimir Grigoryan, advisor to the President of Artsakh. In a conversation with “Azatutyun” media outlet, Grigoryan confirmed that a decree signed on October 19 by the President of Artsakh, along with other key figures in the government, has effectively resolved the issue. This decree, which came without any compensation, signifies that the Republic of Artsakh will continue its activities from 2024 onwards. Further clarifying the situation, Grigoryan mentioned that this new decree does not annul the agreement signed on September 28, but rather solidifies the resolution of Artsakh.

As for a new decree specifically addressing the issue of resolving Artsakh, Grigoryan emphasized that there is no need to wait for it. The decision to resolve the issue has already been made on a non-binding basis, as evidenced by the October 19 decree and the acceptance of new normative acts. The validity of documents issued by the Republic of Artsakh will also begin from October 1, 2023, adding to the continuity of their operations.

When asked about legal consultations regarding this matter, Grigoryan assured that everything has been discussed thoroughly. It can be concluded that the decree signed on September 28 is no longer in effect, given the recent developments. This news marks an important step forward in the resolution of the Artsakh issue, bringing hope and clarity to the situation.
