“Deputy Minister of Emergency Situations Acquires 6 Non-Residential Properties: A Closer Look at Artur Davtyan’s Growing Portfolio”

The daily newspaper “Zhoghovurd” reported that on June 16, 2020, Deputy Minister of Emergency Situations, Artur Davtyan, was appointed as the Prime Minister’s representative with special powers. On January 12, 2022, Davtyan disclosed the acquisition of 6 non-residential properties, which brought his total number of non-residential properties to 14. This includes 4 residential buildings, 7 plots of land, 1 car, and 1 motorcycle. Additionally, Davtyan owns a new building that has not yet been officially registered.

Some of the non-residential properties were purchased by Davtyan himself, while others were either gifts or legacies acquired in 2022. In addition to his involvement in real estate, Davtyan also owns a business. In 2020, he purchased a new Mercedes Benz car, which is considered a luxury for many officials.

Davtyan also received a substantial loan of 63 million 900 thousand drams from Yuri Levonyan, along with an additional 2 million 162 thousand drams from an undisclosed source. The completion of various transactions resulted in the formation of 45 million drams.

The Deputy Minister of Emergency Situations holds interest-bearing bank deposits amounting to 112 thousand euros and 698 thousand US dollars. At the beginning of the year, Davtyan declared 4 properties valued at over 4 million Armenian drams or equivalent in foreign currency. A mortgage of 24 million drams has already been settled.

In terms of cash balances, Davtyan has 14 thousand US dollars, 6 million 500 thousand drams, and 19 thousand euros. His annual income amounts to 295 million 248 thousand drams.

Based on the declared sources of income, Davtyan has spent 42 thousand euros, 2 million 554 thousand drams, and 5,700 dollars on housing and transportation. Loan repayments totaled 47 million 372 thousand drams, while the renovation of non-residential properties cost 21 million 688 thousand drams. Additionally, other expenses surpassing the exchange limit amounted to 133 million 247 thousand Armenian drams.

It is worth mentioning that Davtyan does not have any international or external obligations, and he holds his position out of his passion for serving as the Deputy Minister.
