Audit and Inspection Service to Review Imports and Expenditures in Founding Organizations: Legislative Initiative Pushes for Increased Financial Accountability

The audit and inspection service has recently announced that it will conduct a review of imports, expenditures, and their calculations in selected founding organizations. This announcement was made by member of the political party “Civil Contract,” Arpine Davoyan, during the National Assembly session on the draft constitutional law and relevant legislation amendments. Davoyan’s legislative initiative proposes that these activities be executed under the control of the Standing Committee on Central Electoral Commission (CEC), as mandated by the Constitution of the Republic of Armenia.

According to the author of the initiative, the CEC has the exclusive authority to oversee the implementation of the entire electoral process, which includes the selection of local self-government bodies. The intended purpose of this legislative package, as stated by the author, is to ensure the legitimacy of ongoing activities pertaining to financial support for the electoral process starting from January 1, 2024. Additionally, it aims to review the audit and inspection service as the regulatory body responsible for the selection and verification of financial support for the electoral process.

The proposed legislation also suggests extending the term of the current working system until January 1, 2025. During this period, the authorities will be tasked with managing the finances of political parties and developing new systemic models for financial management.
