“Transparency International Denied Participation in Anti-Corruption Commission Selection Process: Violation of Constitutional Rights Sparks Controversy”

The Transparance International Anti-Corruption Center (TIACC) submitted a request to the National Assembly of the Republic of Armenia on October 31, 2023. The request sought guarantees for the participation of a TIACC representative in the interview phase of the selection process for the formation and functioning of the commission for preventing corruption in Armenia. Unfortunately, this request was denied, with only the current participant permitted to be present during the interview.

On November 16, 2023, TIACC lodged an official appeal to the President of the National Assembly of the Republic of Armenia, highlighting the stance set forth in the decision’s 14th point of the procedure for conducting the competition. This procedure stated that, aside from the current participant, no other individuals should be present during the interview.

TIACC determined that the violation of rights pertaining to obtaining and accessing information, as protected by the Constitution of the Republic of Armenia, had occurred. As a result, they requested that the actions of the Ministry of Justice of the Republic of Armenia not be approved, and that support not be given to the decision of the Administrative Court of the Republic of Armenia. This court had rejected TIACC’s appeal regarding their status as an observer in the interview phase of the competition for the commission for preventing corruption. Representing TIACC in court were the lawyers Genya Petrosyan and David Gyurjyan.
