“Orran Charity Raises Alarm Over Government Negligence: Lives of Children at Risk in Illegal Construction”

The “Orran” charitable organization has been expressing its concerns to officials for several months, regarding the obstacles it is facing. Armineh Hovannissian, the founder of “Orran,” has written a letter to the mayor, Tigran Avinyan, who is directly involved in the matter.

“Orran” is currently in the process of constructing a socio-cultural center that poses a potential danger to the lives of hundreds of children, employees, residents, and volunteers. The building does not comply with fire safety regulations, which require a minimum distance of 6 meters between buildings of socio-cultural significance. However, it is being constructed within a mere 1.6 meters proximity to the existing building.

It is important to note that the construction is taking place in a location different from the designated area, resulting in a displacement of the original plans. The government and the architectural body responsible for issuing the construction permit have the authority to either allow or disallow such construction, but they have failed to fulfill their obligation thus far.

Paron Avinyan, why have you not expressed concern about the fact that the government has granted an illegal construction permit to “Orran,” allowing them to build within 2.5 meters of an existing building? Why have you not taken steps to urge the relevant authorities to investigate and rectify this violation? Furthermore, there is a deadline for a written response from the government regarding the construction permit, but it has not been executed as of yet.

We continue to highlight the fact that the lives of hundreds of children are at risk, as the noise from the ongoing construction disrupts their education. The classrooms are located in close proximity to the construction site, which, according to our understanding, will eventually be converted into a boiler room or a restaurant.

Paron Avinyan, why are certain individuals being prioritized for their comfort at the expense of the safety of vulnerable children? Just a few months ago, you assured us by saying, “Say it, and we will do it. We are with you, and you are not alone.”

Under the auspices of the Government of the Republic of Armenia, a building is being constructed for “Orran” merely 1.6 meters away from its current location. The concerns raised by Armineh Hovannissian, the founder of “Orran,” should not be underestimated.
