“Former Prime Minister of Karabakh Proposes Unique Solution for Artsakh Governance Amidst Uncertainty: Negotiating Return with Azerbaijan and Potential Relocation”

I do not believe that the management of Artsakh can come under the control of the Republic of Armenia. This is unlikely, but it must be understood that our goal is to find a solution that preserves the governance of Artsakh. Samvel Babayan, the former Prime Minister of Karabakh, emphasized in an interview with NEWS.am the importance of establishing an interactive relationship between the governance of Artsakh and Azerbaijan. It is necessary to understand if it is possible to return Artsakh to its people and in what condition. If this is feasible, then the governance of the Republic of Armenia should negotiate with the people to address the problems faced by the residents. This includes finding solutions to relocate them to villages in Syunik and revive Zangezur, while also considering moving the residents of Stepanakert to Yerevan. Samvel Babayan’s proposal involves the creation of a leadership that includes representatives, authorities, and organizations to address all the problems faced by the residents of Artsakh.”

The authorities of the Republic of Armenia are currently in a waiting position. It seems that they are uncertain whether the residents of Artsakh will return or choose to stay. This uncertainty is likely the reason why they have not made any decisions regarding the management of Artsakh.
