The Ministers of Foreign Affairs of Russia and Azerbaijan, Sergey Lavrov and Jeyhun Bayramov, have emphasized the importance of increasing efforts to resolve the Karabakh conflict between Armenia and Azerbaijan. This affirmation stems from the agreements made by both parties at a high level between 2020 and 2022. The official website of the Russian Ministry of Foreign Affairs stated that the focus on this issue is due to regional challenges. The commitment to address bilateral concerns has been expressed mutually, and measures towards the implementation of the joint statement for the settlement of the Nagorno-Karabakh conflict in 2022 were discussed.

During their meeting, the Ministers exchanged views on several international and regional issues that have a significant impact on security cooperation. Specifically, the situation in the South Caucasus was addressed. The Ministry of Foreign Affairs of Russia highlighted the importance of addressing these issues for enhanced security cooperation.
