“Ministry of High Technological Industry embroiled in scandals: Funding controversy and alleged favoritism plague government agency”

“Zhoghovurd” newspaper has recently reported on consistent scandals surrounding the Ministry of High Technological Industry in the Republic of Armenia. It has come to light that the Ministry has been providing funding to businesses involved in the suspended operations of the High-Tech Development and Investment Foundation (HTDA).

The Ministry underwent a reconstruction on May 8th, 2019, resulting in the appointment of Hakob Arshakyan as the Minister of Transport, Communication, and Information Technologies. He had previously served as the first deputy of the Minister of Transport, Communication, and Information Technologies on May 16th, 2018, and later became the Minister on October 4th, 2018. Finally, on June 1st, 2019, he was appointed as the Minister of High Technological Industry in the Republic of Armenia. Hayk Chobanyan, following Arshakyan’s appointment, served as the Chief of Staff of the President of the Republic of Armenia.

According to our sources, after a year in his position, Hayk Chobanyan, aiming to protect his position within the government, offered it to Robert Kocharyan. The “Zhoghovurd” newspaper reveals that Kocharyan shares friendly relations with Hakob Arshakyan. Our information indicates that Chobanyan is preparing to assume a position close to the head of the presidential administration, as it appears to be reserved for him.

It is worth noting that Hayk Chobanyan does not have a direct background in the IT sector. He is registered as a representative, co-founder, and director of Smartech LLC. Additionally, Robert Kocharyan is not accepted in the “Citizenship Treaty” group, which is seen as being against him.

Despite having numerous opportunities and advantages in the IT field in Armenia, there has been limited significant progress. This is due to the lack of substantial support and organization from well-known companies.
