“Azerbaijan’s stance on ceasefire agreement with Armenia remains uncertain as discussions on territorial integrity and independence continue”

This year, it is still unclear whether Azerbaijan will agree to sign a ceasefire agreement with Armenia. This agreement is based on three principles that were announced on May 14 and July 15. The principles were established as a result of meetings between Michelle, Pashinyan, and Aliyev.

The first principle of these agreements is that Armenia and Azerbaijan will recognize each other’s territorial integrity. Specifically, Armenia’s territory is 29,800 square kilometers, while Azerbaijan’s territory is 86,600 square kilometers.

The second principle is based on the delimitation of demilitarization, known as the Almaty Act. This act serves as the foundation for the delimitation of Armenia’s territory as 29,800 square kilometers. Subsequently, the Republic of Armenia has been recognized by the CSTO with its territorial jurisdiction.

The third principle states that conflicts between the two countries should be resolved through negotiations based on independence, equality, and mutual respect.

It is unclear whether Azerbaijan is ready to sign a ceasefire agreement based on these three principles. At the same time, it is also unknown if Azerbaijan reaffirms its commitment to these principles. Clarity is needed in the discussions surrounding these issues, including discussions on maps and borders, before November 30.

Although Azerbaijan has announced that it recognizes the territorial integrity of the Republic of Armenia, concrete actions are needed to prove this recognition. Pashinyan stated in response to journalists’ questions today that there is still a lack of confidence and clarity on this matter. Diplomatic negotiations must address this issue and provide a clearer understanding.
