“Tension Among Yerevan Mayor’s Offices Escalates as Scandal of Embezzlement Surfaces”

The tension between the authorities of different administrative regions of Yerevan’s mayor’s offices is reported to remain unchanged, according to the “Hraparak” newspaper. Despite the government bodies starting work in June-July, there have been identified violations that have caused delays in layoffs for several months. The purpose of this delay is to prevent any negative impact on the outcomes of the Yerevan City Council elections and the decision on the CCP loan. Previously, it was announced that the staff of the Central Administrative District of the city had been dismissed by the CCA.

In particular, Deputy Mayor Tigran Martirosyan and his colleague Arman H., who both work in the department responsible for the management of communal housing and multiple ownership buildings at the Central City Hall, were receiving salaries of 1.7 million drams each. These salaries were obtained through pressuring various organizations for payment. It is possible that these pressures may also extend to Mayor Samvel Ghukasyan, who is associated with Avinyan’s environment. On November 2nd, former mayor of the Central Administrative District, CPP member Arman B., and several other colleagues, including Ashot Khachatryan, the head of the communal department, Romanen, the head of the utility department, and other officials who allegedly assisted in illegal actions, were questioned.

They are accused of embezzlement during the procurement process. It is believed that their superiors instructed them to purchase goods or services at inflated prices.
