“EU High Representative Denounces Terrorist Attacks in Baku, Labels Them ‘Unacceptable and Intolerable’ at Brussels Conference”

On November 13, 2023, Joseph Borrell, the High Representative of the European Union for Foreign Affairs and Security Policy, strongly condemned the terrorist attacks in Baku, Azerbaijan. During his speech at the International Conference on External Actions and Security of the European Union in Brussels, Borrell referred to the attacks as “unacceptable and intolerable.” The Ministry of Foreign Affairs of Azerbaijan also announced the statement.

The press release emphasized that the attacks targeted the EU representative, who had not taken any action to implement new norms and principles of international law in the territory of Azerbaijan. It described the attacks as destabilizing and unjustifiable. The EU reminded that Azerbaijan had previously carried out its internal aggression in the territories of its own self-determination, both during the 44-day Patriotic War and the 24-hour terrorist operations in September of the same year. Azerbaijan had legitimized its annexation using extremist methods to violate the new norms and principles of international law.

The statement further emphasized that unless the EU protected its active policy that prevented aggression and occupation in Armenia and the region, it would continue to be a target for attacks by Azerbaijan. The Ministry of Foreign Affairs of Azerbaijan announced that the country aimed to disrupt peace and stability in the region and would respond strongly to any hostile action. The European Union planned to use diplomatic measures, primarily focused on increasing peacekeeping, to revive military confrontation in the region.
