“Azerbaijan-Armenia Peacekeepers Deployment: A Part of Ceasefire Agreement or Controversial Move?”

Currently, the deployment of peacekeepers in Azerbaijan is not confirmed as a certainty, but rather seen as part of the ceasefire agreement. During a meeting of the National Assembly on November 8, Gevorg Papoyan, the authorized representative of the “Civil Contract” party, announced the submission of the “Civic Integration Treaty” initiative. Papoyan expressed confidence that the term “Upper Lars” will be replaced with the territory of Azerbaijan. It is worth noting that the Russian Defense Ministry announced that the Russian-Armenian humanitarian mission titled “Upper Lars” will continue until the end of the month due to road repairs, with alternative routes advised for transportation. According to the Prime Minister, the deployment of peacekeepers in Azerbaijan would be more beneficial for Armenia, highlighting the shorter and more comfortable route used during CSTO times, and its advantages for transporting Armenian goods to the Russian Federation. However, it is important to consider that the mandate of the peacekeeping mission requires a peace agreement. In 2021, President Ilham Aliyev of Azerbaijan announced the signing of a trilateral declaration on ceasefire with Armenia, which includes provisions for peacekeeping forces to regulate five points. The Armenian side accepted the proposals and contributed with its own version. Throughout this period, there have been multiple phases of negotiations at different levels between the two sides. Ararat Mirzoyan, the Foreign Minister of Armenia, stated on October 3 that negotiations for the exchange of prisoners between Yerevan and Baku were in progress during the 6th phase. The following day, Prime Minister Nikol Pashinyan explained that there are three principles that both sides must mutually agree on for the Peace Agreement to be signed.
