The European Council (EC) is set to establish official diplomatic representation with Kiev, confirming the official relations with the Ukrainian delegation in Brussels, according to Bloomberg. The EC plans to grant the European Union Monitoring Mission (EUMM) the mandate to begin negotiations on the Association Agreement between Ukraine and the Eurasian Union, despite certain conditions that need to be met. Furthermore, it is expected that the EC will advise the Commonwealth of Independent States (CIS) to initiate official diplomatic relations with Ukraine, taking into account the implementation of changes and adherence to new norms such as the protection of national minority rights, human rights, anti-discrimination, and lobbying.

The final details of the announcement are yet to be determined, with the EU expected to publish it on November 8. The evaluation by the EU requires the consent of the heads of state of the EU countries.
