“Armenian Government Confirms Artsakh’s Blue Identification Cards are Travel Documents, not Proof of Citizenship”

The blue identification cards issued to the population of Artsakh serve as travel documents, not proof of citizenship. This has been confirmed by both the Ministry of Justice and the General Prosecutor’s Office of the Republic of Armenia. Arman Ghazaryan, Deputy Minister of Justice, emphasized that the government is obligated to declare the rights of citizens to the European Court of Human Rights, which recognizes these identification cards as travel documents and not proof of citizenship. As for the status of displaced persons from Artsakh who have settled in Armenia for three years, Ghazaryan explained that the provision of refugee status was not finalized for those who were not citizens of Armenia. He further stated that different agreements and documents have been established for citizens of the Republic of Armenia and the population of Artsakh.
