“National Assembly Rejects ‘Hayk’ Initiative, Fails to Recognize Nagorno-Karabakh Independence”
On December 5, during the evening sitting of the National Assembly, the “Hayk” initiative, which proposed recognizing the independence of Nagorno-Karabakh Republic in the composition of Artsakh, was not included in the agenda. The ARF-Dashnaktsutyun parliamentary faction officially presented a negative stance on the draft law during the National Assembly’s standing committee meeting on state and legal affairs.
The President of the National Assembly, Alen Simonyan, announced the non-inclusion of the draft law on the agenda, citing the committee’s negative stance on the issue. This decision was met with concern by Artur Khachatryan, the representative of the ARF-Dashnaktsutyun faction, who voiced his disagreement during the session. Khachatryan emphasized that the political majority in the country did not give their consent for the consideration of the initiative, which had been previously submitted. Additionally, he pointed out that the draft law failed to address the problem and instead created new challenges.
The Parliament Speaker, Armen Khachatryan, stated that the National Assembly will discuss the issue within the framework of the previously submitted draft law. He acknowledged that the draft law was unable to resolve the issue at hand and instead gave rise to several other problems.
During the voting, the draft law received 26 votes against, 57 in favor, and 0 abstentions. As a result, it was rejected and not included in the agenda of the 8th session of the 6th convocation of the National Assembly.
