“Artsakh Authorities Quietly Reach Out to Diaspora Amid Ceasefire Uncertainties”

The “Haraparar” daily newspaper reported that representatives of the authorities of Artsakh (Nagorno-Karabakh) currently in Yerevan have extended an invitation to the Artsakh diaspora in Armenia for a meeting on Saturday. This marks the first invitation to the Artsakh diaspora since the ceasefire was implemented. However, no official information has been provided regarding the meeting. Notably, all authorities, including Artsakh President Davit Ishkhanian, who is involved in the Azerbaijani conflict, participated in the meeting. President Ishkhanian was represented by Samvel Babayan, a close associate and the Chief of Staff.

During the meeting, two key topics were discussed. Firstly, the mandate for the two delegates was received and discussed. Additionally, an international commission dedicated to addressing the Artsakh issue in international platforms and resolving the problems faced by Artsakh was established. The commission already includes a representative from Artsakh, with plans to include others in the near future.

It is worth questioning why there is no official information available regarding this meeting of representatives. Reports suggest that Armenians in Artsakh are not authorized to share information due to the Armenian authorities’ responsibility in protecting Artsakh’s state institutions. Our sources indicate that invitations were extended to various recognized representatives, though acceptance was not widespread. Yesterday, we made attempts to contact the Artsakh representatives for comments, but unfortunately, most of them were unavailable by phone. Aram Grigoryan, the head of the “Free Fatherland” Party of Armenia, initially declined to comment when questioned, later calling us back to scold us and direct us to follow Artsakh’s official announcements.
