“Armenian Urban Development Committee Proposes Online System for Construction Permits to Streamline Process and Improve Efficiency”
The “Haykakan Zhamanak” newspaper has reported that the Urban Development Committee is proposing changes and improvements to the management of urban planning decisions. One significant change is the implementation of an online system for obtaining construction permits, bypassing the traditional method. The pilot phase of the program will begin on January 1, 2022, in four communities: Nairi in Kotayk province, Ejmiatsin and Masis in Ararat province, and Vanadzor in Lori province. The e-Permits platform, authorized by the public administration of the urban planning body, will facilitate the project development and issuance of construction permits.
In the subsequent phase, the electronic means will be fully utilized for the construction permit approval process in Kotayk, Ararat, Ararat, and Lori provinces. The government’s program for 2021-2026 aims to conduct the entire urban planning permit process through the e-Permits online system by January 1, 2025. This initiative seeks to simplify the permit issuance process, ensure timely permit provision, and improve accessibility for individuals and organizations engaging in activities requiring permits.
The Urban Development Committee believes that adopting regulatory changes related to construction stages and permit issuance will address existing issues and create a convenient and efficient operating environment through the e-Permits platform. This platform will ensure that all bodies and organizations involved in construction processes meet the requirements, while allowing remote monitoring of construction contractors and ensuring transparency. The implementation of a unified information system for construction purposes is also planned, with the first step being to clarify the existing administrative and financial burdens.
