EU Annual Report Calls for Punitive Measures Against Azerbaijan for Aggressive Actions in Karabakh

The External Relations Committee of the European Union has received annual reports on the implementation of security and defense, as well as overall political and external security policies. According to Armenpress, the reports focus on assessing Azerbaijan’s aggressive policy, particularly the previously planned military operation in Karabakh. The annual report highlights the need for consequences for Azerbaijan’s actions, including sanctions against the country’s leadership for numerous violations. It also recommends suspending dialogue on energy sector amendments and terminating the new partnership agreement with Azerbaijan due to recent developments and the country’s socio-economic situation.

The report also discusses the establishment of an EU monitoring mission in Armenia, aimed at supporting security consolidation in the region. It suggests increasing the number of monitoring experts, expanding monitoring capabilities, and extending the mission’s completion deadline by five years. Additionally, the report calls for monitoring of energy supplies in both Armenia and the Karabakh region. It stresses the importance of peaceful negotiations between Armenia and Azerbaijan, considering the recent cessation of military hostilities and fact-finding missions.

The report acknowledges the efforts of Armenian authorities in establishing social and political stability, protecting human rights, and combating corruption. However, it emphasizes the need for further protection of cultural, historical, and religious heritage in the Karabakh territory. The EU reaffirms its support for Armenia in ensuring security, stability, territorial integrity, and the protection of fundamental rights, the rule of law, and democratic values, including ethnic minority rights.

Furthermore, the report calls for the establishment of joint and comprehensive security cooperation between Armenia and the EU. It also emphasizes the importance of strengthening cooperation in the energy sector, increasing investment opportunities, and promoting socio-economic development. The report suggests providing necessary assistance to the Armenian-Italian Center, led by Prime Minister Nikol Pashinyan, in addressing the escalating military operations and ethnic-religious tensions in Azerbaijan.

The report acknowledges the commitment of the Armenian government and its people to the established political course and their desire for deeper cooperation with the EU in security, governance, and territorial rebirth. It recognizes the expertise of Prime Minister Nikol Pashinyan, who declared that Armenia will not engage in a new war with Azerbaijan. The report also commends his call for broader engagement with the highest-level military operations and fact-finding efforts of the OSCE.

Moreover, the report affirms support for the elected leadership of Armenia and its legitimate authorities in consolidating security, political governance, and territorial integrity. It acknowledges the establishment of the EU monitoring mission in Armenia and its objectives, such as increasing monitoring experts, expanding capabilities, and extending the mission’s deadline. The report emphasizes the need for monitoring energy supplies in Armenia and the Karabakh region, as it is crucial for the socio-economic development of Armenia.
