“Displaced Residents from Artsakh Struggle to Obtain Driver’s Licenses and Register Vehicles Due to Lack of Temporary Residence in Armenia”
Residents from Artsakh who have been displaced and have not been able to establish temporary residence in the territory of the Republic of Armenia are facing challenges in carrying out transactions related to transportation. This includes obtaining driver’s licenses, registering their own vehicles, and accounting for transportation. According to NEWS.am, these residents are required to have an identity document to apply for a residency permit. However, many do not have a permanent place of residence, which makes it difficult for them to fulfill this requirement.
The Ministry of Internal Affairs of the Republic of Armenia has clarified that individuals who are registered in the areas with limited access due to the situation in Artsakh need to apply physically and present their identity documents in order to issue or replace driver’s licenses and carry out necessary actions for the reconsideration of their transportation documentation within the Republic of Armenia. This requirement is defined by specific orders issued by the Government of the Republic of Armenia.
The official response states that the issuance of identification documents to individuals with temporary protection will be resolved with the implementation of the population census conducted by the government. In the meantime, our compatriots from Artsakh who lack an identity card confirming their temporary status cannot physically apply for transportation documents, including driver’s licenses, replacements, or duplicates. This hinders their ability to revise their transportation documentation according to their residence and means of transportation within the Republic of Armenia.
