Government officials are currently debating whether Tigran Avinyan will assume the powers of Yerevan’s mayor. Samvel Hakobyan, a member of the “Mother Armenia” faction in Yerevan, recently shared his thoughts on this matter via his Facebook page. He stated that he has initiated a lawsuit on behalf of the faction, seeking to invalidate the recognition of Avinyan’s authority and calling for a new hearing. On October 13, the inauguration ceremony for Avinyan did not take place due to the absence of at least half of the council members. We are hopeful that our request will be handled in accordance with the law. Furthermore, representatives from Avinyan’s team, including Gnel Sanosyan and Vache Tertteryan from the Ministry of Territorial Administration and Development, have acknowledged that any upcoming inauguration ceremonies must be authorized, which can only occur in the event of an emergency situation. Consequently, the crucial question at hand for the Yerevan City Hall is whether an emergency situation exists.
