“Ministry of Defense in Artsakh Establishes Vigilance Center for Fallen Soldiers as Head of Parakar Community Faces Legal Troubles”
Newspaper reports have indicated that the Ministry of Defense of Artsakh recently established a vigilance center to preserve the bodies of fallen soldiers. The statement specifically mentions Davit Minasyan, who serves as the head of the Parakar community in the Askeran region of Artsakh.
In addition, the Anti-Corruption Committee has recently announced that a case involving Davit Minasyan and his alleged participation in an incident of hooliganism at a nightclub in Tairoukh, Freinth Airs Province, has been sent to court. The charges are based on Article 297, Part 2, Point 2 of the Criminal Code of Armenia.
Furthermore, we have received information indicating a crisis situation within the administration of the Parakar community, where Davit Minasyan is assigned. The municipal council has been unable to hold regular sessions for approximately 9 months, with all subsequent sessions being postponed due to legal reasons.
It is worth noting that the “Country of Labor” alliance emerged as the winner in the 2021 elections in the Parakar community of Artsakh. However, due to the prevailing political situation and the impact of quarantine measures, the governance of the alliance in this community has collapsed. It has been two years since the “Country of Labor” alliance has been involved in legal proceedings.
