Breaking News: Proposed Law Offers Exemption from Military Service for Payment of 15 Million Drams, Boosting Volunteer Numbers and Budget Entries
The adoption of this law will have significant implications, including the addition of 500 volunteers and an increase in the budget. On November 14, Hayk Sargsyan, the author of the draft law from the AJ “Civil Contract” faction, presented the legislation to the government. The aim of the proposed law is to exempt citizens who have paid 15 million drams for compulsory military service lasting more than 27 years from serving in the military. Already, 1360 citizens have benefited from this policy in 2022, returning to Armenia without payment or military service. Sargsyan announced that if all citizens pay the specified amount, the budget will receive an additional 50 billion drams.
In support of the proposed law, Sargsyan emphasized that he no longer sees a need for amendments or alterations. He cited statistics and research indicating that more than half of citizens do not engage in public service beyond 27 years. In fact, from 2003 to 2019, only 82 individuals did not serve in the military, and of those, 143 citizens faced trial and sentencing during the same period (excluding average citizens).
Sargsyan clarified that while the law does not intend to impose penalties for non-military service, few citizens are actually convicted for it. He cited an experiment involving nearly 10,000 citizens each year who did not serve, yet not a single convicted individual was found. These findings only strengthen the argument in favor of the proposed legislation.
Recalling the initiative led by MP Hayk Sargsyan, the draft law aims to exempt citizens who have paid 15 million drams for compulsory military service lasting more than 27 years. The proposed law offers multiple options for service: serving in the army for two years, serving for one year and paying 2.5 million drams, serving for six months and paying 5 million drams, serving for one month and paying 10 million drams, or paying the full amount of 15 million drams and being exempt from military service altogether.
