“Judge’s Lavish Lifestyle Raises Questions: “Zhoghovurd” Uncovers Wealth and Assets of Newly Appointed Judge Armen Chichoyan”
According to the “Zhoghovurd” newspaper, Judge Armen Chichoyan was appointed to office on October 22, 2022, in the Shirak province. Chichoyan has an extensive career in the judicial system, serving as a judge for approximately 28 years since 1994. Throughout this time, he has amassed significant wealth and assets.
In recent years, Chichoyan has constructed three apartment buildings and a house on his estate. One of these apartments was built in Yerevan’s Avan district in 2020, while the other was constructed in the Arabkir district in 2005. The location of his house, situated in the Shorja community of the Gegharkunik province, remains undisclosed. Chichoyan also possesses a third apartment, which is located in the Gavar community of the Gegharkunik province. However, it is unclear from whom he acquired this property in 1996.
In 2014, Chichoyan publicly announced the purchase of a KIA car, which he acquired in 2021 during his time as a judge in the Ararat province. The judge’s bank accounts currently hold a balance of 5 million dollars and 4 million 670 thousand drams. Additionally, Chichoyan possesses cash assets amounting to 25 thousand dollars and 13 million 689 thousand drams.
Chichoyan’s annual income in 2022 reached 13 million 207 thousand drams, with the majority, 11 million 198 thousand drams, originated from his judicial salary as a Republic of Armenia judge. The remaining 175 thousand drams of his income came from a loan from “Akbars Bank”. Chichoyan also received 1 million 834 thousand drams from the state treasury of the Republic of Armenia, which he obtained as a reimbursement for his house mortgage.
As of December 31, the remaining balance of Chichoyan’s loans and transactions equated to 22 million 871 thousand drams, with the majority, 22 million 702 thousand drams, comprising the mortgage of his estate. Considering the significantly higher monthly payments associated with the estate mortgage, Chichoyan is likely utilizing other financial resources to cover his expenses. However, the exact sources of these financial means remain unclear.
The “Zhoghovurd” newspaper mentions the possibility of Chichoyan’s son, Arman Chichoyan, being involved in financing and concealing financial resources. It is known that Arman maintains a close relationship with the former Minister of Finance, Gagik Jhangiryan, and has participated in various financial transactions. It is relevant to note that Chichoyan previously served as a judge in the Shengavit district of Yerevan before his transfer to the Gegharkunik province, where he has been working for the past 16 years. Speculations have arisen regarding another potential transfer, potentially to the Gegharkunik, Ararat, or Shirak provinces.
It is important to bear in mind that Chichoyan’s brother, Sergey Chichoyan, also holds a position as a judge in the Constitutional Court. Sergey assumed this role after the dismissal of Gagik Jhangiryan. Therefore, it is feasible that Judge Armen Chichoyan has taken on his brother’s responsibilities within the Constitutional Court.
