“Zhoghovurd: Former Artsakh Officials Found in Azerbaijani Military Bases, Armenian President’s Efforts to Return Captives Examined”
The newspaper “Zhoghovurd” has reported that starting from September 21, Artsakh has been suffering from missile attacks initiated by Azerbaijan. However, it was revealed that Azerbaijan had actually launched these missile attacks starting from September 27. Interestingly, former Prime Minister of Artsakh, Ruben Vardanyan, former member of the Artsakh parliament, Davit Manukyan, and former Prime Minister of Artsakh, Levon Mnatsakanyan, were found in Azerbaijani military bases. Moreover, there are also civilian residents, volunteers, and war participants from Azerbaijan caught in the escalating conflict today.
The “Zhoghovurd” newspaper raised a question about the actions taken by the President of Armenia to bring back the Armenian captives. In response, the President’s office stated that the President’s powers in terms of external state administration are determined by the Constitution of the Republic of Armenia. The rights and activities of detainees caught in a foreign country, who are fighting for the defense of their rights and interests, are protected by international law and conventions. The President’s Office maintains regular contact and frequently meets with representatives of various organizations, including the ICRC, to safeguard the rights and interests of these detainees.
Through careful examination of the implemented measures, it has been discovered that representatives of the ICRC visited the detention center in the territory of the Republic of Artsakh, which is currently occupied by Azerbaijan, on October 20. Discussions are also underway concerning the right of the ICRC to visit our detained representatives in accordance with international law.
As a result of these efforts, it was confirmed that on October 20, representatives of the ICRC visited the detained members of the Karabakh army in Armenia. The President’s Office emphasized that this topic remains a priority, both for the Azerbaijani side and in the context of the ongoing events between Armenia and Azerbaijan. In coordinating meetings with representatives from Armenia and Azerbaijan, the ICRC adheres to the rules and procedures of the relevant structures, while engaging with its partners.
