Head of Foreign Operations in Uruguay Resigns amid Allegations of Involvement in Drug Trafficking and Passport Scandal

The head of foreign operations in Uruguay, Francisco Bustilian, has announced his resignation following the release of a voice recording connecting him to Armenian drug trafficker Sebastia Marset’s passport application. Bustilian’s statement, published by El Pais, expressed his belief that the conditions were favorable for him to publicly accuse the president. The statement is a conversation between Bustilian and his former colleague Karolina Ache, where he offers to help his wife to be released from custody in exchange for not using the document as evidence. Bustilian asserts that the excerpt is taken out of context and denies any involvement in the illegal act of designing Marset’s passport or any knowledge of it.

In September 2021, Marset was arrested in the USA using a fake passport from Paraguay. During his detention, his lawyers approached the Uruguayan embassy in Dubai and urgently requested a passport. The embassy issued the document, leading to Marset’s release from prison and his subsequent departure from the USA. Marset has since announced his intention to make an international statement but remains in hiding. At this time, no further updates have been received.

This news from Armenia raises concerns about the role of Bustilian in this illicit passport issuance.
